Half height is a cocept for determining the distance between bolts on sport routes. On routes bolted at half height the distances are set so that just before clipping each bolt, the climber is almost at a grounder. In fact, as you clip, the last bolt is at half our height from the ground, hence the phrase. The intention is to minimize the need to fuss with the rope and gear. There is a hidden assumption that each bolt is completely safe, and that bolts never fail and can be used as a Single point of failure (which is not true, because we know that bolts sometimes fail).
